ICBC FLEETPLAN ELIGIBILITY
Fleetplan and non-fleet commercial vehicle options in BC
Businesses insuring fewer than 20 vehicles can generally use individually rated commercial auto policies for each eligible vehicle. If your business insures five or more eligible vehicles used primarily for commercial or business purposes, you may choose to participate in ICBC Fleetplan. Fleetplan is required when a customer has more than 20 eligible vehicles.
Individually rated policies consider factors such as the listed drivers’ experience and claims history, vehicle use, territory and available discounts. Fleetplan brings qualifying vehicles together under one fleet and bases premiums in part on the fleet’s loss experience. Our advisors can review your vehicle count, operations and claims history to determine which structure may be the right fit.
PROTECTING YOUR COMMERCIAL VEHICLES
Common commercial auto coverage types for BC businesses
Basic ICBC Autoplan
Basic Autoplan is mandatory for vehicles licensed and operated in B.C. It includes Enhanced Accident Benefits, up to $200,000 in Third Party Liability coverage and up to $200,000 in Basic Vehicle Damage coverage when another driver is responsible for a crash in B.C. Our team can manage your fleet’s ICBC Autoplan coverage and renewals directly.
Income Top-up
ICBC’s optional Income Top-Up provides additional income replacement coverage for eligible people whose gross annual income exceeds $122,500. It can be purchased in $10,000 tiers, up to an additional $100,000, and supplements the income replacement benefits available under Enhanced Accident Benefits if a crash-related injury prevents you from working.
Hit and Run – Vehicle Damage Coverage
ICBC’s optional Hit and Run coverage pays up to $200,000 toward vehicle repair or replacement costs when damage is caused by an unidentified driver on a roadway in B.C. that qualifies as a highway under the Motor Vehicle Act. A deductible and claim conditions apply. If your policy includes ICBC Collision coverage, hit-and-run vehicle damage is already covered under that policy.
Private Insurance Options
All vehicles licensed and operated in B.C. require Basic ICBC Autoplan coverage. Optional coverages, including Collision, Comprehensive and Extended Third Party Liability, may be purchased from ICBC or, where available, a private insurer. Our fleet specialists can help you compare available options, including private coverage for physical damage, permanently attached equipment, tools and equipment, rental reimbursement, and certain pollution-related exposures. We can also review whether separate cargo coverage is needed, as cargo is not automatically included under commercial auto policies and is a commonly overlooked exposure. Our advisors will assess your fleet, operations and risk profile to help identify the coverage solutions that best fit your business.
Third-Party Liability
Basic Autoplan includes up to $200,000 in Third Party Liability coverage. This coverage remains important for costs such as damage to non-vehicle property, crashes outside B.C. and situations in which the law permits a claim against an at-fault driver. Optional Extended Third Party Liability can increase the limit to help cover eligible costs above the Basic Autoplan amount.
Physical Damage Coverages
Physical damage protection generally includes Collision and Comprehensive coverage. When another driver is responsible for a crash in B.C., Basic Vehicle Damage coverage generally pays eligible repair or replacement costs up to $200,000. Optional Collision covers damage to your vehicle when you are responsible for a crash, hit-and-run damage and eligible costs above the Basic Vehicle Damage limit, subject to the policy terms and deductible. Comprehensive covers insured non-collision losses such as theft, vandalism, fire and certain weather-related damage. Together, these coverages can reduce repair costs and vehicle downtime.

BC commercial auto and fleet insurance FAQs
Commercial auto insurance covers vehicles used for business activities, including company cars, service vans, work trucks and delivery vehicles. Basic ICBC Autoplan is mandatory, while optional coverage can address risks such as collision, theft, vandalism and higher liability limits.
If a vehicle is used for business or commercial purposes, its policy and rate class must accurately reflect that use. An advisor can review how the vehicle is driven, where it operates and who drives it to identify the appropriate coverage.
Businesses with five or more eligible vehicles used primarily for commercial or business purposes may choose ICBC Fleetplan. Fleetplan is required for customers with more than 20 eligible vehicles.
Coverage can include mandatory Basic Autoplan, Extended Third Party Liability, Collision, Comprehensive and other optional protection selected for the fleet. Available coverage depends on the vehicles, their use and the policy terms.
Yes. Basic Autoplan must be purchased through ICBC, but optional coverages such as Collision, Comprehensive and Extended Third Party Liability may be available from ICBC or a private insurer. Options vary by vehicle and business use.
Employees can be covered when they are authorized to drive a properly insured company vehicle, subject to the policy terms. Drivers of individually rated non-fleet vehicles generally need to be listed, and an at-fault crash may affect the driver’s future insurance costs.
